I am directed by the Board of Trade to acknowledge

the receipt of your letter of the 27th ultimo, enclosin
a copy of a despatch from the Governor of Hong Kong
regarding the conveyance of Distressed British Seamen
by vessels belonging to the Peninsular and Oriental
Steam Navigation Company.
In reply, I am to state, for the information of
Lord Knutsford that the conveyance of Distressed British
Seamen can be required from the Masters of such British
vessels only as are bound either direct or ultimately to
a port in the United Kingdom, or in the Colony to which
the Distressed Seanen belong.
